
Ukraine War: In a plan dismissed by Ukrainian President Volodymyr Zelenskyy, U.S. President Donald Trump effectively turned Ukraine into a U.S. dependency by asserting long-term control over the country’s natural resources.
For the past two years, the United States had been Ukraine’s primary supporter in Russia Ukraine war, but that situation has now shifted.
Under President Donald Trump, the U.S. aims to transform Ukraine into a dependency, exercising near-total control over its natural resources and decision-making indefinitely, according to a proposal that Ukrainian President Volodymyr Zelenskyy rejected.
Earlier this month, Trump stated that he had a plan to ensure continued support for Ukraine in its war against Russia. Instead of providing weapons and other aid, he suggested that the U.S. should gain control over Ukraine’s natural resources, including uranium, titanium, lithium, and graphite.
While Zelenskyy had previously proposed a similar idea last year, Trump’s version, as detailed by The Daily Telegraph, would make Ukraine a U.S. colony rather than treating it as an equal partner.
After discussing the proposal with U.S. Vice President JD Vance, Zelenskyy rejected Trump plan for Ukraine war, stating that it offered no benefits for Ukraine.
The proposal lacked any security guarantees for Ukraine, and Zelenskyy told the Associated Press that he dismissed it because “it is not ready to protect us or our interests.”
“For me, the connection between security guarantees and investment is very important,” Zelenskyy emphasized.

Trump has asserted that the United States has provided up to $500 billion to Ukraine, which he says the country must repay. He has presented the natural resources proposal as a means for that repayment.

According to The Telegraph, Trump’s proposal extends beyond rare earth minerals, also seeking U.S. stakes in Ukraine’s ports, infrastructure, and oil and gas sectors.
The plan aims to create a joint investment fund, allowing the U.S. to claim 50% of Ukraine’s recurring revenues from resource extraction, half of the financial value of all new licenses issued to third parties for future resource monetization, and a right of first refusal on purchasing exportable minerals under all future licenses.
The proposal stipulates that these agreements would be governed by New York law rather than Ukrainian law, granting the U.S. sovereign immunity and near-total control over Ukraine’s commodity and resource economy, according to the newspaper.
Additionally, The Telegraph reported that the proposed fund would have exclusive authority to determine the methods, selection criteria, terms, and conditions for all future licenses and projects.

Ambrose Evans-Pritchard, who reported on the proposal, stated that Trump’s terms effectively amount to the U.S. economically colonizing Ukraine in perpetuity.

While Trump has long criticized Zelenskyy for draining U.S. funds and opposed American support for Ukraine war, his stance on Russia’s war in Ukraine has unsettled Europe. He has largely kept both Ukraine and Europe uninformed while engaging directly with Russia over Ukraine war, raising concerns that he is maneuvering Ukraine into accepting a deal that would ultimately result in a Russian victory.
Trump has already framed the natural resources proposal as a “take it or leave it” offer. In an interview with Fox News, he stated that Ukraine must either accept the deal or risk “someday becoming Russian.”
Evans-Pritchard, The Telegraph‘s World Economy Editor, compared Trump’s demands to reparations typically sought from aggressor nations for damages, such as those imposed on Germany after World War I. He argued that Trump is forcing Ukraine to choose between territorial violation by Russia and economic subjugation by the United States.
Evans-Pritchard described Trump’s demands as ruthless coercion by a neo-imperial power against a weaker nation already in crisis, all in pursuit of a resource windfall that largely exists in Trump’s imagination.
